U. S. Is Taking Loss On Wheat Shipments Floor Prices Set Under Wheat Pact Washington, Aug. 1 — (UP) The United States began taking a “loss” today on aioiut one out of every three bushels of wheat shipped out ot the country. Starting today, the United States is committed under the international wheat agreement to export tip to 168,000,000 bushels of wheat to specified countries for the next four years at a fixed ceiling price. The wheat pact also sets a floor price at which the importing countries are committed to accept the wheat. The object I* to stabilize world wheat trade- to protect exporting nations from price wars In times of surpluses and to protect wheat importing nations from unreasonably high prices in times of shortages. The United States will lose money on the deal at least at the start. The celling price on wheat going to Europe under the pact Is equivalent to roughly about 81.70 a bushel. Kansas City baWfs far below the current market price. The government, which handles most of this country’s wheat exports, will take a direct loss on wheat it ships under the pact. To enable commercial exporters to continue operations, the agriculture department will pay a subsidy on every bushel of wheat and flour they export under the agreement The subsidy is to make up the difference between the market price and the pact's celling price. The amount of the subsidy will vayy from day to day depending on domestic prices. In view of recent market price*, a subsidy of about 30 cents a bushel may be necessary at the outset. But if market prices for lhe year average out about as high as the government's wheat support price, the subsidy will cost about 50 cent* a bushel. If so. losses could run as high as 884,000,000 during the first year. Actually, about one-third of the "loss" will merely be a “paptr loss,” since one-third of the wheat probably will go to nations which have been buying it with United States money supplied through foreign aid programs. U. S. wheat exports have been close to 500 000.000 bushels a year. For wheat not covered by the pact, tiie United States can continue to charge the regular market price. SUPPORTERS OF (Coot.
