The creek flows through the Decatur Cemetery and then across S. Highway 224 to the Decatur Golf course, and the very unsanitary condition is one of tin- worst hazards in the community to public health The cemetery grounds should not be desecrated with m wage and the golf course should not be a victim of the pollution The creek lies outside of the city limits, but it is city sewage that causes the trouble, so solution of the matter may lie with g- county commissioners and common council Let's clean up the .ye sore ami health menace, o o The Poll Tax The House lias passed a bill to outlaw tlie poll tax a* applied to presidential and congressional i lections That has been done before, three times House opponents said they were confident Ho- Senate- would kill the measure. either by vote or by fill bU'ter. That, too, has been done before, threi times. Passage in tiir pn cut Senate would be palititiy impossible in this session In th* to xt regular session, undir the new filibuster rules, tin poll tax states would need time help in the Senate to defeat the measure. It is inevitable that some day the poll tax issue must be lettled Tin- passage of an act by one house of Congress and d< feat of it by the other house can not be < alb d si ttlemi nt It is not quite clear why the congressional advocates of anti poll tax legislation continue to press for an act of Congress, intrad of turning to a constitutional amendment, which would he tar more appropriate. The Constitution in th< first place left the qualification of eb ctors up to th< states, ami such fidira! limitations as have been established tin- ballot for all races and woman suffrage — have been created by amendment The poll tax prohibition is in a similar category, it would be a limitation on the authority of the states to define the eligibility of voters It should therefore be proposed as an amendment to the Constitution. not as a simple law
