a labor bill at this session retaining the principles of the Taft-Hart-ley act. “In my opinion," Taft told questioners, “both the house and senate will approve the minority bill.” The "minority bill" is legislation sponsored by three senate Republicans in opposition to the administration Taft-Hartley repealer sponsored by the Democratic majority of the senate labor and public welfare committee. the administration bill and to enactl their own. There are 28 changes in the new Republican bill from the Taft-Hartley act which passed in 1947. But Taft is understood to regard most of these either as details of no great significance or as modifications which seemed proper aft- ( er experience with the Taft-Hartley act. Not all senate or house Republi-! cans will go along with Taft’s “minority bill.” It has been estimated that four or five senate Republicans will vote against various provisions in it. But the bill may [ expect the support of from 15 to 20 senate Democrats. That would be sufficient to carry it in the upper j house. Analysis of the situation by legis-1 lators who oppose repeal of the Taft-Hartley act goes along these lines: The principal labor opposition to the Taft-Hartley act as stated by the leaders of organized labor actually is to three basic provisions. They are: 1. Prohibition of secondary boycotts. 2. Legal liability of unions to carry out labor ccntracts. 3. Prohibition of the closed shop. The closed shop was cited as the foundation of the power of labor leaders and the source of most of what their critics call “abuses.” The closed shop was held, also, to be the key to the leaders’ power over the rank and file of union members and the basis for unreasonable demands upon employers.
