Mr. Howers, aged 33. was born in Kirkland township, the son of Charles Bowers, and received his education In the Kirkland and l>e catur st hoots. Following his grad uation. he entered the drainagt and construction business for 1< • years and gained t on. iderabic . practical experience. In 1912. Mr. Bowers enlisted in the C. 8. Naval Engineering anil Construction department at Providence. It. 1., and received furl her schooling there He w nt over seas in the Spring of 1913. and was engaged in the construction of Navy bases, airports and docks He saw combat duty for 38 days against Japanese land and naval forces. Honorably discharged on October 30. 1915. he was the recipient of the Presidential Citation, Bronze Star, and three other campaign medals Following his service with the i C. S.
