RADIO LOTTERY LAW (Cont. From Page One) that try to "buy the radio audience." But networks and local stations have found give-aways a surefire scheme for increasing their listeners. The commission handed down its tentative ruling in a case involving station WARL. Arlington. Va. It held that that station’s telephone quiz violated the ban on lotteries. In this quiz program, the announcer gave the answer to a tricky question over the air. Telephone number* were called at random, and cash pritek were award ed to the firnt one called who could repeat the answer. The commission mentioned no specific quiz shows in its proposed ruling. It made it clear that even if the new rule goes into effect, each type of program will be judged on it* own merits. Under the ruling, however, a program would be considered illegal If, as a condition of winning, a contestant chosen by lot must first: 1. Furnish money or any other thing of value, or posses* the sponsor’s product. 2. Be listening to the program or seeing it on television. 3. Give the correct answer to a question, the answer or clue to which is given on the same sta tion, even if on a previous program 4 Answer the telephone or write a letter where the conversation or contents of the letter is broadcast by the station.
