S. supreme court ruling in the Zazove case, which ruling has the effect of freeing surplus accumulated In the insurance fund, by denying the contention that the VA was obligated to pay up to many times the lac* value of some insurance con- ( tracts. It Is estimated that the dividends cannot lie paid for approximately one year or more (some time in 1949* because the VA must determine how much of the insurance fund I* surplus and how much of such ■ surplus should be disbursed In the I form of dividends. The VA has developed a dividend scale to be used in computing the dividend payment and thia formula must be applied to each of more than 19.000,«oo separate accounts The amount of each dlvi- t dend will lie determined by the amount of insurance carried, the period it was in force and the age of the insured. Dividends will be payable on both term and the various forms of converted insurance, regardless of whether the converted insurance has been surrendered for its cash value or loans are outstanding on such insurance. The beneficiaries of deceased veterans will also receive dividends based on the amount of premiums paid by the insured prior to his or her death.
