He wants the operators to diIrect their trustee on the $40,000,000 I welfare and retirement fund to agrex- to pay 8100-a-month px-nslons to all miners 62 and older with 20 years' service who retired after May 28, 1946. And he wants the operators' trustee on the fund to vote to obligate the 1947 fund to guarantee about 820,0<1|),000 in death and disability benefits promised from the 1946 fund. These payments have been committed by the trustees on the 1946 fund but that funxl drw>s not have the money to pay them. Lewis claims the coal operators have a "moral obligation" to make these payments. The operators think otherwise. This is where the negotiations have stalled.
