They returned to work in two plants of the Arketex Ceramic Corp., which resumed operations at one-third normal capacity. Plant officials expected full production to be resumed by the end of the week. The plants were closed because of a cold wather shortage of natural gas used to burn enameled tile made at the plants. —————o Nebraska law permits the governor to offer a reward of up to S2OO for the arrest of a murderer. o TRUMAN ASKS (Continued from Page 1) Again and again the president repeated that “nothing which this country provides byway of assistance can, even in a small measure, be a substitute for the necessary action that can be taken only by the Chinese government.” But he made no specific recommendations .for the proper action by the Chinese government. Mr. Truman made no mention in his China message of including China under ERP. That step has been urged by Rep. Christian A. Herter, R., Mass., head of the special house committee on foreign aid. Herter and others have argued that China cannot be left out of American foreign aid when it is on a global basis.
