Two Men Given Life On Kidnap Charges Terre Haute, Ind., Dee. 18 —(UP) — Life prison terms for kidnaping were started today by two men convicted on kidnaping charges and sentenced in Vigo circuit court yesterday. I Gromyko Says UN ; Can Be Effective I Urges Cooperation By Leading Powers New York, Dec. 18 —(UP) — Deputy foreign minister Andrei A Gromyko of the Soviet Union said today the people of Russia, while disappointed with the United Nations so far because of American policy, still believe the UN can become “an effective instrument in the struggle for preservation of international peace and security.” Gromyko declared in an inter- ; view with the United Press that the UN’s future hinges on the willingness of the great powers to cooperate. He said, however, that the breakdown of the council of foreign ministers in London would “not make the work of the United Nations any easier” and warned that an effective system of world atomic energy control may be impossible unless the United States alters its position in the UN. Gromyko asserted that “some, body” has been inciting the Arab people since the United Nations decision to parition Palestine, but he said violence occurring there was to be expected following the UN action. “Somebody is inciting the Arab people in Palestine and not only in Palestine,” he said. “But I do not believe this is in the interest of the Jewish or the Arab people.” Later, in checking over his answers in the interview, the Soviet diplomat added that the current bloodshed in Palestine “must be stopped in the interests of peace, including peace in the middle east.” To recent charges by unnamed American officials in Washington that Russia supported partition to get Soviet armed forces into the middle east, the permanent Russian UN representative repjied with a reference to his last speech in the UN genral assembly. “The Soviet Union, as is known, hos no direct material or other interest in Palestine,” he said in that address "and is interested in this question as a member of the United Nations and as one of the great powers.” Gromyko granted the interview at his unpretentious Manhattan headquarters in a built-over apartment house on the eve of a resumption of negotiations in the UN atomic energy commission. He loosed a new attack on American opposition to Russia's proposal for scrapping atomic bombs and said “ —the United States does not wish to establish effective international control over atomic energy although its representatives speak as if the government of the United States is willing to establish such control.” Gromyko underscored Russia’s determination to boycott the American - inspired “little UN assembly,” the Balkans commission and the Korean independence commission — all established at the recent general assmbly meeting over Soviet bloc protests. “Our position remains as stated,” he said when asked if the Russians might change their mind and subsequently participate in the new UN agencies. He was asked to comment on recent unofficial suggestions that the western powers were trying to force Russia out of the U.N. “I do not know what their intentions are,” Gromyko replied. “It would be better to ask them.” o — Trade In Decatur I if A !
