Nourse, chairman of Mr. Truman’s council of economic advisers, reviewed the world-wide economic crisis with the president and cabinet at a lengthy White House conference. He told reporters afterwards that th# voluntary program, headed by Charles Luckman, “must be pushed vigorously.” But it also, he added, must be “followed up by administrative measures.” And the government, Nourse continued, must be prapared to propose “possible legislative supplementation” of voluntary foodsaving if it fails and inflation becomes more acute. “We should not,” ha said, “act on the assumption that the voluntary program will work and then find ourselves in an urgent emergency.” Nourse did not say he proposed that the administration be prepared to ask congres for restoration of price controls and rationing. But he had indicated after a White House call yesterday that he believed the price of failure in the voluntary program might be just that. After today’s cabinet meeting, secretary of agriculture Clinton P.
