He described •■aeronautical necessity" as the prime consideration In CAA’s approval of the program under which 866.569,591) of federal contributions will be matched by 170.235.095 put up by the states or municipalities benefitting. The program includes 898 domestic projects and 12 for territories and for Puerto Rico. Os the proposed federal expenditures, 835.295.055 Is for construction or development of class 3 airports or smaller, and 831.274,635 is for class 4 airports or larger. The projects include the acquisition of land, installation of high intensity runway lights, construction of runways for Instrument approaches, additional runways, now airports, drainage, aprons, grading, construction of administration buildings, hangars and the like. CAA asked congress in February for 186,000,000 to meet lhe airport program In fiscal 194 x. but the request was halved. That necessitated reallocation of the unexpended fiscal 1947 monies. ' Because of the revised program. Wright said, the agency was unable to act upon all projects for which federal assistance was sought. CAA now has on file. Wright said, a backlog of federal aid requests totalling 8250.000.000. In submitting the original pro gram to congress in February secretary of commerce W.
