’ London In the fall of 1945, the minister* agreed upon absolute official *o< recy except for what was issued from time to time in 1 a big four communique. The • communique* turned out to 4mi j innocuous, because it was just 1 ; a* hard for the press officer* to agree upon what to say as it was for the minister* to agree in i their meetings. The council meeting ended in 1 a complete bust up. with more ; international name calling than has been heard In this warweary world for a long time. When the council resumed its ( meetings in Paris last spring, thn communique system was tried again -hut just once. The press officer* were unable to agree on i even an opening communique Byrnes, disgusted with the proI t enure and convinced by then that the people of the world must I know how their '‘peace’’ was being negotiated, ordered a complete change.
