Ice life insurance were urged today 1 by Francis Brosnan, Ind.ana regional Insurance officer for the veterans administration, to designate . beneficiaries for their insurance if they have not already done so. Mr. Brosnan explained Hut the | insurance act of 1946 has completely changed the situation with re- ' speet to beneficiaries and that the > old provision for an automatic or- • der of succession, in the event no beneficiary was designated, is no ■ longer in effect for Insurance mai luring after July 31, 1946. Under the new law. if the In- ; nured is not survived by a desig- ; naterl beneficiary, the proceeds of his insurance will be paid in a single sum to his estate at his ' death.
As part of an estate, insurance lose s its identity as such as it is subject to all the laws governing estates, including claim* of creditors admlnlsfitator's fees, anti court expenses, he explained. in addition to naming a primary, or first beneficiary, it Is also important for a veteran to name a contingent, or secondary, beneficiary. because In many cases, any unpaid benefits will lie paid to the Insured's estate after the death of the first beneficiary. This might necessitate reopening the veteran's estate many years after his death. Mr. Brosnan reminded veterans that all restrictions on the choice of beneficiaries which were imp sed by the original NSLI act have been removed. Formerly, the insured was permitted only to designate beneficiarien who *4lO near relatives. Veterans who have not designated lienefic iaries for their Gl insurance, or those who wish to change their present beneficiaries, may obtain the neceaaary forms from their nearest VA office. ■■■■■■■■■■■■■■■■■■■■■■■l ■ Dear Voters: ■ Last Spring I promised to give you a detailed'ex- " planation of my program before the general election ® November 5. I am doing this in public print rather ■ than by answering innumerable questionnaires. Ire- ■ cause 1 believe all of the people should know all of the ■ promises made by a legislative candidate. B Some of the issues are obvious, but as Adams ■ County’s only candidate for any legislative office. I ■ Irelieve they should be |>ointed out for your inspection ■ and information. They are: ■
ROADS & STREETS: I Either greater distribuI tion from the gaholine tax fund or higher property tax levies must 1 be made to replace our I county roads and city I streets in the condition I they were in 1935. I I favor greater gasoline tax refunds. I CONSERVATION: I Among immediate neI cessities of this departI ment are: transferring . from state general fund of money lost by the fish and game division 1 by issuance of free liI censes; a real merit sysI tern for conservation I department employees I and an enlargement of I the state park system. I EDUCATION: I Because the state pubI lie school system is now I ranked below the natI ional average an immediate improvement is necessary. This must include a revision of 1 teachers’ salaries. I I PUBLIC BUILDING: I I favor junking of 90'< . of the proposed 40 million dollar improvement program for the next 1 two years because of I high costs and the ne- . cessity of me n an d materials in Veteran’s housing at the state 1 Universities and culI leges. ELECTIONS: The whole election law must be revised to prevent such ’legal’ frauds 1 as occurred in Marion I county and other locali--1 ties in 1944. I always have favored a statewide primary for U. S. • Senate and state candidates. BUSINESS: I will oppose the proposed 30 million dollar annual general sales tax on the grounds that it

is intended to be additional not replacement | of the present gross income lax law, 1 LABOR: A revision of all state | labor legislation is . needed. No major changes have been 1 made since 1935 in spite * of the great differences 1 in economic conditions. I AGRICULTURE: I propose elimination of I the state’s right to 1 mandate local governments to raise costs, lx»- 1 cause in the last tww I years, real estate and I personal property taxes 1 have risen to the 1932- j 33 high level. We now ( have the same high pro- ( perty taxes which ruin- ’ ed farmers after 192‘J * plus the gross 1 tax. I propose panning I at Purduq university, I which would bring the 1 agricultural side of the 1 campus up to the level enjoyed by the engineering departments. 1 , would approve public ’ help by townships to I farmers’ institutes, if a I majority or more of the 1 taxpayers wanted them. | Please accept my ap- j predation for the honors you have paid me in 1 the past.
