Steel Production In Ruhr At Low Point Shortage Os Coal And Food Blamed Dusseldorf, Sept. 20—(UP)—Th* Rubra great sU-sl inaustry Iles opes to rust and rot today while the continent trie* out for means to rebuild B<> tar this year the Ruhr has produced steel at the rate of 2.000•oo tons annually—around oneeighth of the wartime peak, and leas than half the annual production of 4.300,000 tons of ingot steel It may make under allied control. The production rale has I wen wo low that all steel now goes for mining machinery and implements, rail*, canning and agricultural implements. Vital building materials and thousands of types of consumers' g'xxto must wait while th* demands of coni, food and transport are met to keep the present shaky economy in motion. There is nothing for export. Under an allied agreement Germany, by 1949, was to maintain a steel production capacity of 74®®.(too tone with the industry which at its peak made 23,000,000 tons. During any year, however, G«r-i many waa to produce a maximum of 5,800,000 tons, unless allied control authorities issued a specific permit for more. The Ruhr was attoted 4.300.0<>0 ton*, or roughly three-quarters of the production. This figure was entirely within the Ruhr's capacity. Steel-producing machinery is so heavy that eveu the devastating air raids on the Ruhr did not destroy much of the Industry's basic strciigtli. What the attacks did was to deprive it of shelter and leave it prey to tbc weather, which la implac ably doing the job. That m<>re of the industry is not operating -on rebuilding, not warmaking ia due directly to the twin pests of the coal shortage- and the lack of food, which blight all efforts aimed al German reconstruction. A sudden cut in the tat ration in the British zone of occupation early this year slashed steel ingot production from 185.639 torts in March to 160.935 in April. Lack of incentive was blamed.
