Scout Public Fears Os War With Russia No Justification Os Speculation On War Washington, Sept. 16 • (CPI-— Although longterm prospects for peace between the United States mid Russia may not Im as good as desired, war department general staff sources told the United Press today that public fears of early conflict were not warranted by world conditions. Responsible officers find no justification for speculation on war within the next five years. Insofar as war fears prevail In this country, staff sources attribute them largely to unjustified anxiety based upon the diplomatic friction which has developed between Moscow and Washington In an effort to establish peace. Russia suffered bitterly in World War 11. Army officers emphasised that history supports the judgment that between wars there must be a period of reconstruction and recuperation. They nlso point to the commitments of the United Slates and the Soviet Union to adjust their differences before the tribunal* of the United Nations. Public anxiety here has appear e-| in various forme. There was. for example, the recent persistent rumor circulating In Washington that Gen Joseph T. M< Narney. American commander In Europe, was planning to halt all shipments of wives and dependents to join soldier# on duty in Germany and Austria. The war department stated officially that this rumor had no has- , ir in fact. Unofficially, war department officers will say tha 1 the International situation is far from the tension point which would require removal of dependents from . Europe. The reasons given by responsible high ranking officers why they oo not anticipate war with Russia in the Immediate future are: 1. We have the atom lurmh anti the Russians have not. 2. Russia Is not In a |M>sitlon to wage a war at present. i. 3. The Russians want a period |of peace and security to develop their Industry and mechanised farmins through more five year plans. I The Russians do not have a substantial navy. 5. Russia can achieve far more ut present through her use of the communist party in the United States. Britain and the countries i.f Europe and Asia than she could by open conflict. 6. Russia would like amicable relations with the United States at present so she can get more American machinery, materials and technicians to speed her own industrial progress
