May 31 — tl'P) — Two dairy groups today urged lifting of all price controls to get more butter and milk to American tables. They called tile recent OPA price rise futile. Russell Fifer, executive secretary of the American Hutter Inrtitute, said the price of butter, if l citings Were lifted. Would lie no more than the actual price today I He said the OPA ceiling prli <• ' hears no relations to the actual ' cost of butter to the consumer. Because of extensive black market sales. Hie cost of butter has risen far altove OPA controlled prices. Fifer said that the 11-cent OPA ircrease will not increase production. Imt he estimated that 200,- . tAm.mm more pounds wiil lie available because of the order reducing butter fat in Ice cream and Hie ban on whipping cream. Even r.o, I- ifer said, the I’nited States will lie short 100,000,000 pounds of butter, Owen Richards, manager of tlie American Dairy Association, charged that the 11-cent Increase was not enough The new butter price, and the one cent w quart increase for fluid milk don’t provide "any real 1 incentive to increase production," lie said.
