Urges Negotiations In Labor Disputes Government Action Is Unsatisfactory Indianapolis, Ind., OeL 12—IUP1 — Donald R. Rlrhberg, farmer NltA chairman, said last night that negotiations between duly authorised representatives must supplant compulsory government arbitration it "iieedleM, lawless striking" is to Im* abolished. Collective bargaining under |nwsent methods, Rich berg charged, is "merely the polite name for collective anarchy." Richberg told a meeting of the associated employers of Indiana that industrial warfare is undermining this nation's influence in international affairs and constitutes a menace to the future peace of the world. The solution, he said, is embodied in the so-called "82-H" bill for settling labor disputes, introduced in the Senate by Sena Car* A. Hatch, D., N.M., Harold H. Burton. R., 0., and Joseph >l. Bail, It.. Minn. The measure, modeled after the 1926 railway labor act, fulfills the need, he said, for a government fa< t-flnding commission to hear the parties and to make recommendations tor settlement of the dispute. Like the railway act, the bill provides that during procedures tor seeking a peaceful settlement, there will be no strikes or lockouts.
