Louis Ludlow, D„ Ind., urged today that the United Nations ‘‘ban the atom bomb Forever as an instrument of war.” He proposed that this country take the leadership in world collaboration to develop atomic energy “as an instrument of peace.” Ludlow said he would introduce a resolution, incorporating his proposals, as soon as Congress reconvenes. Verdicts Due Today In Court Martial Indianapolis, Aug. 14 — (UP) — Vcrdicta were due today in the trial of five Bokiier-prisoners charged with participating in $160,000 fire and riot fatal to two persons at the Fort Harrison disciplinary barracks last May 31. The court martial panel was scheduled to reconvene at 8:30 a.

The army has indicated that the court martial, which opened Aug. 6, was only the float in a series of triala scheduled as a result of the disturbance. o Crowds Con verge On Indianapolis Circle Youngsters Jump Into Circle Pool By United Press Hoosiers were in the midst of a war-end celebration today which promised to burst into greater volume with the official announcement from Washington of Japan's decision to surrender unconditionally. A few minutes after the news was announced of a Tokyo broadcast indicating the Japanese would give up, crowds converged on Monument Circle in Indianapolis. They shouted, sang, fired guns and firecrackers, unimpeded by iwllce. Youngsters jumped into an ornamental fountain pool at the foot of the Indiana Soldiers’ and Sailors’ monument on the circle, and splashed about where normally they dared not tread. Later, a jubilant sailor leaped into the pool, fully dressed in nis navy blues, and joined in the celebration. Elsewhere in the state, the celebration was subdued, pending an official declaration of V-J day by President Trumau. Thousands of Hoosier churches prepared for prayer and worship services marking the end of World War 11.
