Twining is taking over command of the 20th airforce and its fleets of hard-hit-ting superfortresses. Twining succeeds Maj. Gen. Curtis E. Lepiay. Eaker told a a news conference that not only more bombs but improved bombing tactics were going into the Japanese war. Instead of the pinpoint bombing technique employed against Germany factories, he said, it has been found more advantageous to scatter explosives over wider areas of Japan’s industrial sections. The reason, Twining said, is to be found in the Japanese method of scattering their industry and in the bad weather over the enemy country. Since much work is done in homes adjoining the factories, he explained, it is “more economical” to destroy the whole area. As for weather, it is even worse over Japan than in Europe making area bombing by instrument more expedient.

Vandenberg, R., Mich., delegates to the San Francisco conference which drafted the charter, believed that the subsequent military agreements should be ratified by the senate. Neither ruled out the possibility, however, of handling it by joint resolution as advocated by a group of younger Democratic senators. They included Sens. Scott W. Lucas, 1).. 111., Claude A. Pepper, I)., Fla., Lister Hill, I)., Ala., and J. William Fulbright, D., Ark. They argued tiiat after tile treaty is ratified, the supplimental steps should be handled as purely domestic legislation in the form of a resolution approved by both houses of congress. Hospital Denies Veteran Neglected Evidence Submitted To Refute Article Milwaukee. July 25 — (UP) Evidence to disprove published charges that neglect forced amputation of a patient’s leg at Wood, Wis., veterans’ hospital was submitted today to Rep. James Domengeaux, 1)., La. Domengeaux, member of a house committee investigating treatment of veterans, was presented hospital records which contradicted claims that a patient, Arden Fensel, lay without attention for a broken leg for two days. A magazine article, appearing under the signature of John L. May, former attendant at Wood, asserted that Fensel’s injured leg was at first ignored, then reset without the benefit of anaesthetic. Col. John Bresnahan of the Wood medical staff made public hospital records showing that major surgery in the case had been performed by an outstanding Milwaukee orthopedic surgeon. The fracture had been rebroken when it failed to heal properly and gangrene forced amputation of the leg. Another case was that of Archie Pearson, identified in May's article, as an attendant allegedly obliged to drive 15 miles to receive treatment for pneumonia because authorities at the veterans’ hospital refused to take care of him. Ruth E. Metcalf, head nurse, testified to Domengeaux that she had offered to recommend that Pearson lie accepted for hospitalization but that he told her he would prefer to go home.
