today after a strenuous weekend Schedule. After hours of debate the committee decided: L To omit any mention In the charter of the right of a member to withdraw. That right is cousidered implicit. 12. ITO write in provisions for expulsion and suspension of members. >3. To eliminate all reference to deputy secretaries general and to leave it up bo the assembly to decide the length of the secretarygeneral's term and his re-ellgibil-ity. The committee’s other major problem was settled early Sunday Morning, it decided that the matter of calling a conference to consider revision of the world charter should be placed on the agenda of the 10th annual assembly meeting if such a conference has not been held before then. It also accepted the big five demand for a veto over future charter amendments. FOUR JAPANESE (Continued From Page One) largest artificial harbor in Japan. Radio Tokyo said the raids on Kagoshima and Omuta began at 11 p.m. and ended about 4:20 a.m. Most fires were extinguished by 6 a.m. and only slight damage to important facilities was reported, Tokyo said. At Yokkaichi, a port and textile cehter 25 miles southwest of Nagoya, airmen counted three large conflagrations and 30 sihaller fires. Flames engulfed several square miles of the city and sent smoke up 14,000 feet, they said. Fires were visible 100 miles away as the bombers turned far home. The Yokkaichi raiders also saw Hamamatsu burning 15 0 miles away. Crews who attacked Hamamatsu, a railway and aircraft center 55 miles southwest of Nagoya, reported huge conflagrations. Smoke rose 15,000 feet, they said.
ARNOLD SAYS OAV WILL FALL ON — — a p h o me 1a n d|..j..,;;;; COMMANDER OF THE U. S. ARMY AIR FORCES, Gen. Henry H. Arnold, has just promised the “complete and utter destruction” of Japan in air attacks that will reach the rate of 2,000,000 tons of bombs a year. High priority targets on the raid schedule are indicated in upper boxes on the map. They will be blasted completely, it is stated, in incessant area and precision assaults by huge air armadas. J The deportation order, they charged, was contrary to the bills of rights of the federal constitution which guarantees to aliens and citizens alike the rights of free speech, thought and assembly. The government claimed congress had provided for the classification of aliens and that this function was not up to the courts. It contended the evidence was "overwhelming” in support of Biddle’s findings against Bridges. Justice William O. Douglas delivered the majority opinion for himself and justices Stanley Reed, Wiley B. Rutledge, Hugo L. Black and Frank Murphy. "The associations which Harry Bridges had with various communist groups seem to indicate no more than cooperative measures to attain objectives which were wholly legitimate," Douglas said. “The link by which it is sought to tie him to subversive activities is an exceedingly tenuous one, if it may be said to exist at all.” NOTICE!
