Although Mr. Truman has started his administration with better congressional relations than Mr. Roosevelt enjoyed at that time, he is expected to encounter the same type of opposition to a grant of the broad power he has requested. Congress seemed willing’ to accept one part of Mr. Truman’s proposal without hesitation.
