Governor Gates In First Veto Action Indianapolis. Feb. 7 — (UP) — Governor Gates exercised his veto power for the first time today, refusing to sign a house bill increasing the salaries of North Vernon city officials. Gates based his action on an opinion by attorney general lames A. Emmert that the bill was "too specific” in its application. The measure, introduced by Rep. Albert Thompson, R..
