Agree To Restore Three Governments Allies Make Pledge To Three Countries Washington, May 17. — (UP) — Agreement to restore civil governments In Norway. Belgium, and the Netherlands after liberation today left the Allies with the hardest problems of that nature still unsolved — postwar governments of France. Poland, Yugoslavia, and Greece. There also is the problem of eventual restoration of civil government to Germany and her satellites. But that will be a matter of dictation by the Allies rather than an attempt at agreement. The broad policy already an nonneed by American military authorities is that there will be no military governments In the friendly occupied countries after liberation. The date department announced last night conclusion of agreements with the exiled Koverumetita of Norway, Belgium, and the Netherlands for restoration to them of "foil constitutional res)M>nslbi!ity" for civil administration "as soon as the military situation permits'' after liberation. Prior to that, Gen. Dwight D. Eisenhower, supreme Allied commander. will have full responsibility lor civil administration in Belgium and Holland. In Norway the responsibility during the Invasion period will rest with "Allied commanders,” presumably American. British, and/or Russian. Tile Belgian and Dutch agree ments were with the United States and Great Britain, the Soviet union merely expreseing approval of the arrangements. The Norwegian agreement was with all three of the lilg powers, hinting that Soviet the pool Is filtered three time* each 24 hours. Chemical compounds known as sal soda and alum are added to the water, which precipates impurities so they are caught In the filters. Chlorine Is added in small amounts to kill the bacteria.
