Arrest For Mental Vagrancy Illegal Indianapolis Judge Orders Man Freed Indianapolis. Dec. 21 — (VP) Judge Emsley Johnson of superior court three rules that the Indlanapoll* police department's practice of arresting person, for called "mental vagrancy" I* ill.-aa!.
