RULE CHANGES ARE DISCUSSED Intra-School Clinic Is Held At Decatur High School Two new Important changes in the 1941-42 basketball rule* featured an Intra-schoo! clinic at the Decatur junfor-ienlor high school late Tuesday afternoon. The one change provide* that the offensive player may stand In the front half (the half nearest the center of the floor) of the free throw circle, with or without the ball, for an unlimited time. The three-second rule applies to the I rear half of the circle. , The other permits substituting a player immediately after either team ha* scored a field goal.
