LENDING PLAN (CttSTINI'KD FROM PAGE O.NB, believed It was too near the end of the present session to begin work on legislation which probably will precipitate controversy. The point moat likely to cause controversy appeared to be the section providing for loans to foreign countries. There were rumblings of opposition to any enlargement of the authority now held by the export-import bank. House majority leader Sam Rayburn. D ..Tex., will not comment on the prospects for passage* lat thia session but reiterated his j belief that the house- would comj plete its work by July 15, a date he has mentioned repeatedly for weeks The legislation, which the* administration Is prepared to submit when congress calls for it, pro poses to create two new corporations, one to finance purchase of railroad equipment, and the other to finance self liquidating toll roads, bridges, high-speed highways and city by pusses Other existing agencies would be auth orlxed to borrow directly from i the public through the sale of govlemment . guaranteed obligations which would not bu reflected in the public debt. 0 500 Sheet* B'xxll — 20 ■». MAN BURIED IN CAVE-IN SAVED Plumbing Contractor Is Rescued After Indianapolis Cave-In Indianapolis, June 33 — (U.K) —I After being burled for nearly 11 hour. Imneath lona of annd that fell on him when a sewer shaft In which he waa working caved In, Howard Jackson. SH-year-old plumbing contractor, was removed from his Impromptu tomb early today. More than 60 rescuers dug frantically before 6.000 spectators to rescue him and overcame shifting sand and gravel that forced shoring of an auxiliary shaft before they succeeded. ■'i hope they hurry. I don't be-1 lleve 1 can last much longer." Jackson mumbled fn<qucntly as I the rescuers drove toward him I He fainted several times only to Ire revived by a physician stand Ing In the shaft a few feet from his head |"he 240-pound father of four was trapped yesterday afternoon when timbers shoring the Hi fmrt shaft buckled and released ton. of dirt on him As the dirt closed In hla father. Sam. at the top of the shaft dropped a pipe to him and turned and twisted It nntll it waa near hla son's face. Falling timbers formed a narrow arch which protected Jackson's head from the weight of the sand, and firemen extended an oxygen tube down the pipe to enable him Io breath. The danger of hla position waa heightened as gas from a j nearby leaky main seeped through the sand into the narrow crevice in which he waa confined. Rescuers worked within •> feel of the hurled plum tier when shifting sands forced them to cease digging until their auxiliary shaft was shored Then they were forced to shore each foot that they progressed. When Jackson was finally extri | cated workers were pulling sand. away from his body with their j hands. He waa carried through the auxiliary shaft and to the sur face. Attendants at city hospital' where he waa taken said he waa In aerlons condition, but they wen-' unable to find any trace of broken hones They said that apparently he was suffering most from nervous shock and exhaustion. Two ambulances were sent to i the shaft shortly after the cavoln! occurred and remained there until | Jackson was brought out Emergency gasoline generators of the' police and fire department wenbrought Into play to light the shafts fnr rescue crews as they , dug through the night.
