JURY TO PROBE PRICE OF MILK Chicago Jury To Probe Spread Between Producer, Consumer I Washington. July 7— (U.R) —The I department of Justice announced I today that a federal grand Jury at I Chicago will begin work Immediate- : ly to determine whether the spread ' between the price of milk paid to I producers and prices puld by consumers in the Chicago area is accidental or prearranged. After months of investigation. , homa Sen. Elmer Thomas seeks renomination. Mr. Roosevelt will continue that night to Fort Worth. Tex., home of his son. Elliott. Monday morning he will entrain again, stopping at Amarillo. Texas. Tuesday, July 12. the party will arrive at Pueblo, Colo., where Mr. Roosevelt will make a rear platform appearance. The next scheduled stop is at Crockett, Calif., Thursday, then San Francisco. An overnight trip will take him to Los Angeles where he will detrain to motor to San Diego. There the Houston will take him away from American shores into tropical fishing grounds.

' "The information now in the possession of the department of justice indicates that this condition is not accidental but is caused by conspiracies and agreements in restraint of trade. “However, until full inquiry by the grand jury is had and evidence under oath is produced the depart-) ment is not in a position to make positive charges against named individuals or corporations. “The purpose of the grand jury inquiry is to ascertain whether the facts which may be brought out by testimony require the institution of prosecution under the Sher-, man anti-trust act.” Reviewing a general survey into the milk situation, the department i charged that local boards of health have aided in the curtailment of milk supply and maintenance of, prices.

Development of price maintenance has taken place over the last 50 years, the department said, and) began with collective agreements | to combat “ruinous competitive j conditions.” “A frequent method of erecting a barrier against surplus milk was, by limiting the number of farms which could be inspected and certi-. fied by health authorities in a given milk shed,” the department said. "In some cases municipal ordinances prevented farmers located beyond an arbitrarily-selected area from obtaining licenses to ship milk to the city In question. More often, however, (and this is true in the Chicago area), the area in which farms could be inspected was left to the sole and uncontrolled discretion of the health authorities. "This development gave local boards of health not only sanitary control over the quality of milk, but economic control over the price of milk. It created enormous political pressure upon such boards.
