Aspy. pastor of the Baptist church. With Ixjulse Haubold accompanying on the piano, the crowd sang America. Mrs. Walter J. Krick, accompanied by Miss Haubold, sang a group of songs. In his address, Mr. Gottschalk painted a dank picture of the progress made in social welfare until a few years ago. He said that less than a century ago Insane, criminally minded, poverty stricken and other kinds of unfortunate persons were treated as a despicable class, for whom there was no hope. By statistics, he showed the number of persons who are becoming wards of the state is increasing at a rate as fast as the growth of population in spite of advances made in the scientific study or psychology. He said that the severity of punishment apparently has no bearing upon the prevelancy of crime as shown by the fact that there are piore persons awaiting to be electrocuted at the present time than at any time in the history of the state. Sriking at the root of the (problem, he said he believed the cause of increasing crime, poverty and disease is the broken home. He cited figures to show this and said that from 12 girls selected at random from the Indialna girls reform school, only two came from homes which were apparently normal. It Is in the help of dependent children, he said, that the welfare department fcf making the most head way in the improving of clvl lization for the future and in apply ing scientific methods to handling
