Regardless of the censure motion — whose defeat was assured —a 1 bitter political fight seemed cer- j tain against the decision to recognize the Spanish nationalist blockade of Bilbao as a "special situa- j tion.” Conservatives, discussing the problem outside the house of com- ■ mons. called the government's decision "a wise gesture of cautious i neutrality.” Labor men used such ; terms as “cowardly surrender." There were reports in political circles that the government was , influenced not only by diplomatic I caution but by strong pressure I from navy chieftains. The navy men were represented as feeling that opposition to the blockade , Bilbao, where mines and not warships constitute the chief hazard. ' was not worth the risk involved.
