I ALLOWANCE FOR j WELFARE LOWER 1 I Original County Board Requests Are Lowered By State Indianapolis, Dec. 10 — Appropriation allowances during the year 1937 for the 92 county welfare departments in the state will be 22,480,643.61 less than the amount originally requested by [ the county welfare boards, accord- i ( ing to a final audit completed by the state department of public: welfare here today. Four official agencies passed upon the budget of each county i department before final adoption, i In cases of appeal, the state board of tax commissioners constituted a ’
| fifth agency participating in the 1 .uppnopj-lating process. The requests were originally ’ prepared by the county welfare directors, and they were reviewed, i changed, increased or decreased iby the county welfare boards. Requested appropriations by the various welfare boards meeting in , July, 1936, totaled 215,336.733.77 or | approximately 10 per cent more I than the final appropriation of 313.897,586.74. Os thia final aut.l the federal government will provide $5,426,713.42 or 38.96 per cent, the state $3,860,681.55 or 27.72 per cent; and the share of the local taxing unit will be approximately 33.32 per cent or $4,610,191.77. Steps involved in final approval of the submitted budgets embraced a review ot those items relating to expenditures for assistance to the aged, to dependent children. i crippled children and child weli fare services under the welfare act ot 1936. The state board re- ! duced county department requests 13659,631.66 approving an approCHANGE OF ADDRESS Subscribers are requested to give old and new address when ordering paper changed from one address to another. For example: If you change your address from Decatur R. R. 1 to Decatur R. R. 2, instruct us to change the paper from route one to route two. When changing address to another town, always give present address and new address.

'iprlation of $14,677J02.11. County councils took official action upon the welfare budgets, which were then submitted tn the county tax adjustment boards for thedr official review. Any ten tax ’ payors ha*l a right to apiwai to th- - board of tax commissioners. Likewise, u county department | upon its own motion or by order 1 of the state welfare board had the I right to request a review. As a result of reviews of some budgets, welfare requests for 1937 were further reduced $779,515.37. In addition to reducing the requested expenditui’es by $1,439,147.03 the various reviewing agencies reduced working-fund-requests i i.e. amounts needed to finance expenditures without resorting toi borrowing pending receipt-of-taxes. from the original figure of $2,037.244.98 to $995,748.40, a decrease of $1,041,496.58, A study of the detailed appropriations tor next year shows that the cost of administering the county welfare departments will be approximately five per cent of the anticipated total expenditures. ABDICATION TEXT ,< CONTINUE EltOM PAGE ONE) Duke of York, the Duke of Gloucester, and the Duke of Kent. “I deeply appreciate the spirit 1 which has actuated the appeals which have been made to me to take a different decision and I have betore reaching my final determination, most fully pondered over them. ' But my mind is made up. “Moreover, further delay cannot be but most injurious to the peoples whom I have tried to serve as Prince of Wales and as King, and whose future happiness and prosperity are the constant wish of my
heart. "I take my leave of them in the confident hope that the course which I have thought it right to follow is that which ts best for the stability of the throne and empire and the happiness of my peoples. “I am deeply sensible of the consideration which they have always ' extended to me both before and after my accession to the throne and which 1 knd& they wil extend in full measure to my successor. “I am most anxious that there should be no delay of any kind In giving effect to the instrument which I have executed and that all necessary steps should be taken ini- ■ mediately to secure that my lawful I successor, my brother, his royal , highness the Duke ot York, should i ascend the throne. “Edward, R. I.” CAN’T REMEMBER JTONTIIWEDJFBOM FAOKON E) from Schultz, ateo broke the bottle. A person who saw the two driving north of Decatur, stated. that Schultz hiad his head thrown back before the crash as if asleep. This might have been an indication that the two were gassed. Schultz did not smell as strongly of gaaoline as Franke, which , might be accounted for by the fact that his body was left in the open for more ithaji an hour, while attempts were made to extricate it from the wrecked truck. A verdict will not be returned for several days by the coroner, who is attempting to form the twisted evidence and inconsistencies into a logical account of the events leading up to the crash. Franke, except for severe sore-1 ness caused by the numerous
bruises, baa re<»vered, his physician stated today. He was üble I to sit up title, morning lor tile first time and probably will be dismissed from the hospital im a few days.
