Restless crowds began gathering early today in the beautiful square in front of the (palace. Truckloads of troops patrolled the streets and guarded the home of Gov. Galavis. When the crowd in the iplaza Bolivar surged toward the (palace, shouting protests, the order to fire was given. Many fell an<j the mob scattered. Under the Gomez regime, there was no board of censors and no rules by which an editor could decide w-hat he could or could not print. An editor never knew when the government might descend on him for something -which had appeared in his paper. As a consequence, editors feared to print political news or even local police news. After the death of Gomez, a board wee set up and editors could ascertain in advance what could be printed. With the issuance of the Galavis order, however, the censorship board resigned, feeling that matters had been thrown back to what they were under Gomez.
