Jan. 21. — iIJ.RJ ** Kirk McKinney, former state manager of the Home Owners Loan corporation and former president of the Indianapolis board of public works, last night formally announced his candidacy for the Democratic nomination for governor. The McKinney announcement was accompanied by a short statement setting out the 10 points of his platform as follows: 1. Consistent with an efficient and adequate government, 1 will do my best to reduce taxes. 2. I believe generally in the old principle that government is the best which is closed to those governed. 3. In the strict accountability of all mo ” ’S received and expended, whether it be in government, in business, or in politics. 4. That true prosperity consists in the balanced prosperity of business. labor and agriculture, and secondly, fair profit tor legitimate business, adequate and fair conditions for labor and protection ot the prices for farm products through proper organization, cooperation and just laws, should tie one of the primary concerns ot good government. 5.
