It I has been found that the state is being cheated on issuance of truck licenses where applicants | have obtained licenses for one ton tracks whereas the truck is of a larger tonnage. The numbers atI tached to the license plate will j enable investigators to check | these truck licenses. There seems to be a mix-up in 1 the operation of the automobile theft fu .d under the new state reorganization bill. The automobile theft fund is obtained from the sale of certificates of title which cost the purchaser fifty cents. I nder the original law establishing this fund, it was to go into a separate fund for maintenance of the state police after expense of, operating the department was deducted. The state police, however under the new reorganization are ' under the Department of Public Safety, while Finney is operating ’ the fund under the Department of the Treasury. There has been no ruling made yet as to just who is to operate this fnsd or whether it still will go to keep up the state police department. Evidences of the depression can readily be found in the great decrease in the number of passenger car and truck licenses issued this year. In 1932. 627.491 passenger car licenses were issued as com pared to 589,735, the first six months of this year, a decrease of 37,756. Last year 102,504 truck ’ licenses were issued as compared to 94.840 the first six months of 1 this year, a decrease of 7.664. | A ray of sunshine, however, is I seen in the statement of the sixnumth period when it is noted that I 71.902 chauffeur’s licenses have, been issued this year so far. as ■ compared to 45,175 in 1932, indicat|ing the 26.727 more chauffeurs have 1 been put back on the pay roll, than were working in 1932. Bus licenses 'show an increase lof 48 while tractor licenses show an increase of 616 indicating that the Hoosier fanner is getting back ; into his stride. A total of 2,113 ( tractor licenses were issued this year as compared to 1,167 in 1932. Reductions in personal service in all departments with the exception of the driver's license department are due to cuts in salaries 'made by the legislature. Approxl mately the samo number of people are employed as under the old regime. Increase in cost of the driver’s' license division over 1931 is due tothe operation of and the sale of new driver’s license under the 1933 | law. • This department of the state government is of particular interest to people of the state due to I the fact that it probably reaches more persons I’ innately and directly than any other branch of the ' state government, for every person who drives an automobile or I truck must come into direct contact with this branch of their state government. Under the present law the counties, towns and cities are receiving rebtftes of one half of the automobile license money paid in and I

With the econ. mies affected and I the wise and eouYteous administration of this department, there can , • be no kick from Indiana taxpayers . on operation of this branch of their government which has in the past been subject to criticism. For it was with the aid of automobile ; license branches throughout each i county of the state that attempt I was made to build up a machine to oppose the McNutt landslide, although the move was more or less ' I abortive. Power of the new state government over these automobile ' | branches is now being tested in ‘ Federal court through a suit tiled ' in South Bend.
