(U.R) The| Wickersham commission has found' Federal prohibition enforcement "wholly inadequate" to cope with the vast flow of smuggled and ill-' icitly manufactured bootleg liquor sold annually in the United States. In an exhaustive study of enforcement conditions, describ d in [ its report, the commission found that notwithstanding enormous I numbers of convictions, the number of violations is increasing steadily! and the public attitude is becoming more than ever indiscrep', nt and hostile. Testing enforcement by the evidence of liquor prices, the commission pointed out that "while now | and then the pressure of enforce-1 nient raises prices at some one spot, whisky of good quality is obtainable substantially everywhere at prices not extravagant for persons of means." For those who cannot afford whisky, the commission said there was available a large quantity of cheap, low grade liquor.
