HOOVER SIGNS I TRANSFER BILL Enforcement Under Attorney General After July 1, 1930 Washington, May 27. —(U.R) —The first of the reform measures recommended by th? Wickersham law i enforcement commission became a I law today, when President Hoover* signed the Williamson bill trans- j ferring prohibition enforcement Hom the tr ausry to the justice departnnuit. The transfer becomes effective July 1. when Attorney General Mitchell will take ovel* the burden of enforcement which has been in the hands of Secretary of the Treasury .Mellon since 1921. At the same time the president signed seven other bills providing a comprehensive program of prison refoim which are designed to meet the congested prison situation and other objectionable features of prison management or equipment. Mr. Hoover said the bills would enable the government to work out a mwe satisfactory Federal prison system than at present and would bring into action neeß-d physical changes as well as important moral' forces. 0 Rioting Is Reported — Rangoon, Burma, May 27.—'U.R) —Widespread rioting in which police fought dock strikers in the stieets of Rangoon had resulted-in a total of 52 deaths and hundreds injured at noon today. . Fighting started and continued at intervals as police reserves were summoned in a vain effort to cope with the rioters. Holmgren early today and seriously injured the physician. Tile whole town whs awakened by the terrific blast which blew the >ew $8,009 clinic and office structure to bits. Dr. Tiolmgren was found in the street, blown there apparently by the blast. The wreckage <aught fire and completed the destruction. A patient said that he had visited Dr. Holmgren to get a proscription. Dr. Holmgren filled the piescription and the p.dient left. A few nilnuteu later the explosion occurred.
