CHINESE OFFER IS TURNED DOWN Russian Note Says Railroad Must Be Returned To Former Status Moscow. Sept. 18.—(U.R)A new soviet foreign office note rejecting China’s recent proposals for a conference to settle the dispute over the Chinese Eastern railway was being forwarded to Nanking today through the German embassy at Moscow. The note reiterated that a conference for peaceful settlement of the controversy la impossible unless China first returns the disputed road to a ’’status quo ante.” The note made clear that Nanking’s recent notes on the subject were unsatisfactory because they failed to meet Russia's minimum demands. The note said it considered the reinstatement of the Russian manager of the Chinese Eastern railway as an "elementary prerequisite for a conference.’’ It charges that the Chinese government nullified its own proposals in refusing "the absolute minimum correction for an adjustment.” The foreign office underlined the paragraph stating that the “responsibility for any further prolongation of the conflict will rest entirely with the Nanking government.” o COURT HOUSE Administratrix Appointed Papers of administration were filed by Virgine Smith in the estate of Benjamin J. Fugate was granted a divorce from Clyde Leo Fugate and the custody of their children. Mr. Fugate was ordered to pay the sum of SIO.OO every two weeks for the support of the children. E. Young, general commercial engineer of Western Electric Co., who is attending the first national air traffic conference of commercial aviation leaders here, told the United Press. ( This safety device will be available to the itinerant and sport flier as well as the pilot of the air transport plane. Young asserted.
