Chairman McNary frankly expressed the opinion the committee was favorable to the plan and would report the administration bill with it included. He expects a vote in the committee before nightfall. The idea is to make the tariff directly effective for the benefit of the farm. The plan was advanced by Senator Caraway, Dem., Ark., but little attention was paid % it during the recent hearings. Later republicans indicated Mr. Hoover might stand for the plan and a sub-committee was appointed to consult him. They came away from the White House with the understanding Mr. Hoover had not looked into the plan. Many of the less enthusiastic farm leaders doubt If Mr. Hoover would sign such a bill, but they point out the record as It now stands indicates no administrtaion opposition. Such republicans and Hoover supporters as Brookhart of lowa, Norbeck of South Dakota and Borah of Idaho were inclined to favor the plan along with the remainder of the republican farm block, including Caper. Howell, Norris, Frazier. Nye, LaTollette, Blaine, McMaster and Johnson. McNary is willing to go along with them also. As matters stand this group with the aid of the democrats can swing the whole senate. The house is having no traffic with the debenture plan. Its 3500.000,(1(10 cooperative marketing bill will he made the unfinished business by Chairman Haugen of the agriculture committee who is prepared to demand enactment without change. This measure is known to have presidential support. Thursday, Friday and Saturday are to be alloted to general house debate and amendments will be taken up next Monday with a view to passing the bill before the end of next week. With many troubles besides the farm problem on their hands, senate leaders are in no hurry. They will meet tomorrow to make the farm bill the unfinished business and then adjourn until Monday.
