The charge on the police blotter against Scales was “vagrancy.” Young Lux was charged with ticket scalping and his companion, Maurice Clay, 16, also of Waldron, with vagrancy police said. Owens admitted to police after his arrest that he sold a SI.OO ticket for $5.00. The state ticket scalping law provides a fine from $25.00 to SSOO for violation.
