Through majority of Winter coats have straight * lines, stocks worn beneath them in- ( ariably show some flare treatment Often the tiered ruffle effect on thej skirt forms the idea. Agani, aprons >b-ats.ft luges, panels or drapes are tsed to give flowing motion to the silhouette. In sluiplier frocks, such as the two-piece jumper dresses, knee pleats ire generally used at the front of sides . >f the skirt to break the straiughl line? The dress with a set-on circular | ruffle which begins at the knees, a popular style last Bummer, is not included among smart winter models. Where one wishes the circular flare to extend ail the way about the hemline me looks to the Princess type of dress with semi-fitted lines at waist and hip :erminating in a flaring circular hemtine. This type of dress is replacing he lone-bodiced dress with the circuar knee raffle. The Princess drees ir particularly effective in velvet, metal brocade or materials of ornate tvpe. hne must be. both slender and tall to wear them becomingly Uneven lies the hem that carries the Iressy afternoon gown this year The itraight-about hem is used to some ?xient on sports frocks or frocks of lay-time denomination but seldom on oetter gowns. Hem may dip at the ddes. at the rear or the front, they nay be broken with panels, drape-ier »r with the longer underskirt. Full uffles give the effect of uneveness jven trough they are made evenly.’ ‘ Among the unusual evening gowns tre those with very short skirts adorn?d with gathered side panels which ire several inches longer than the skirt hems. This is one way of depicting both the flare and the uneven nemtine. I icture frocks for evening wear with dender bodices and full gathered skirts offer a flowing hem movement for slen.le- persons. We have seen such models in taffeta or velvet with leep gr id or eiiv-’r iace forming the sen- rder. Otter tiieir skins <iip at the tear. Slender she«tb.-lik< veiling rocks are often adorned with ntinir-r ■J:; io - - c' lie.-idt r! fringe on the skirts which give a slightly flared effect. 0 New Buildings Requested For Insane Hospital And Village For Epileptics Indianapolis, Ind., Nov ; 5. —(United Press) —Extensile building programs are contemplated in budget requests of the Indiana Village for Epileptics at Newcastle and the Eastern Insant hopsital at Richmond on file today with A.
