MERCHANTS FORM; A NEW COUNCIL Different State Organizations Ban Together To Get Legislation Iti<lin mi iKilis, Dee. lit. -Plans for promoting b< tier business conditions throughout the state through organ- , ization of the Indiana Council of Ke-1 tall Merchants, Inc., for which articles of incorporation were filed w[th the secretary of shite Tuesday, were an | nounced yesterday. The council now i consists of sii affiliated retail associa | tions of Indiana, seeking to improve legislative and economic interests of the associations. • I Charter members associations of the new council are the Indiana Retail Dry Goods Association. Indiana Retail Hardware Dealers’ Association, i Indiana Retail Clothiers and Furnish- I era’ Association. Indiana Retail Jewelers' Association. Indiana Pharmaceutical Association, and Indiana Retail Furniture Dealers' Association. The idea of the new organization first originated in a meeting of the executive hoard of the Retail Dry Goods Dealers' Association in Septem ! her. That organization invited the other bodies to join in the new organization. Dan Nibliek Is Vice-President Officers of the new council are C. <’. Hicks of the W. H. Messenger Company, president; Dan M. Niblick. I of Decatur, a member of the Niblick I Dry Goods Company, vice-pres.: G.F. Sheely. secretary-treasurer of the In-1 diana Retail Hardware Association. 1 treasurer, and W. E. Balch, manager of the Indiana Retail Dry Good Association. executive secretary. Mr. Hicks, is president of the Retail Furniture Dealers’ and Mr. Niblick. is president of the Retail Dry Goods Dealers'. Members of the board of directors of the new council are Mr. Hicks. Mr. Niblick. Herman Marx, of Muncie, president of Indiana Retails Clothers ami Furnishers' Association and a meuiher of the Marx & Kallmeyer; G. i E. Daugherty of Princeton, president of the Indiana Retail Hardware As-1 sociation. head of the G. E. Daugh- j terv Company; William H. Rindt, of! Ri-hmond. president of the Indianal Retail Jewelers' Association, member of the Jenkins & Co., and‘Scott Kelly, cf Gaston, president of the Indiana Pharmaceutical Association, proprietor of the Kelly drug store. A constitution has been adopted by the council which provides that the president of each of the affiliated associations shall represent the board of directors of the council and as each president retires his successor shall succeed him on the board of directors of the council. The council plans to devote its activities to betterment of conditions in the retail trade as represented by the associations affiliated with it, representing the "heart of the retail trade of Indiana.” Much of the interests of the council will deal with directing progressive legislation and in combating “vicious and unjust legislation” that may be introduced in the sessions of the Indiana Legislature, according to Mr. Balch. Want Garnishee Bill The council expects to bend every effort to secure the passage of a garnishee bill in the 1925 session of th" Legislature. Mr. Balch declared. ’“lndiana has never that on numerous occasions effiorts were made to secure the passage of sueh a bill,” Mr Balch said. "Probably on account of the lack of united efforts by merchants in the I state, every bill of this nature has been defeated. This year, however, and because the respective merchants of the state are organized in an effective manner, there Is occasion to believe that through the intelligent cooperation by the merchants of l:i-

Jdfana and the members of the Legia.lature, a garnishee bill will be enacted a law. "The council also will endeavor to strengthen the bad check law of the state. While the Indiana bad check law is admittedly a very good one, it Is believed that it can be strengthened materially and the council will use every effort to bring about an amendment of that law which will make it more effective, as the giving of worthless checks has increased of late years in alarming proportions. | “All bills introduced in the coining session of the Legislature which are unjust or drastic to the retailer will have- the entire force and weight of the council in opposing their passage. |lt has been found in the past as a rule, the average member of the Legislature is not engaged in business and. therefore, does not view legislation in the same light that a business man does. When proposed legislation is shown to be drastic and not needed it is generally the rule that they will
