The $266,532,430 decrease in the 1926 budget under the 1925 budget vas made up of decreased expenditures in many governmental activI Hies which were in part counterballanced by increases in others. I Among major governmental agencies for which decreased expenditures were recommended were: shipP'ng board, emergency fleet corporation, the veterans bureau, interest (| u the public debt, and the departments of commerce, interior, labor, n4T s> state, treasury, and war. Among other agencies for which increased expenditures were reporte'l were: government printing, federal board for vocational education, Meral power commission, interstate commerce commission, tariff commissi °n. the District of Columbia, and 'he departments of agriculture, jus'ice and the post office. The budget estimates for national defense including funds necessary for 'he military activities of the war and tavy departments, were a decrease 0( $29,000,000. This reduction is made in accorda "ce with my belief that we can have adequate national defence with a ni °re modest outlay of the taxpay*rs ’ money,” Mr. Coolidge said, i’urther study may point the way 10 additional reduction without W( “akening our national defense, but rather perfecting it. This nation is a ' Peace with the world. We no cfiger have international competition ■u nav a ] construction of major units. | e are concerned primarily with "'uintalning adequate preparedness e should have adequate prepared-
vmss in 1926 Within the limits of the 7 amount recommended." The President Indicated again his ' growing conviction that the basis fori this country’s defense lies more and more with avlalnn. He pointed out' that the ’’outstanding weakness ini the Industrial situation as it affects national defense is the inadequacy of facilities to supply air service needs" He called attention to the fact thbudget provided a total of $3.8.945 000 for the air service maintained by the Army, Navy and Air Mall. The budget, recommended $56,237,Coo for rivers and harbors. Major items mentioned by the President Included $10,560,000 for flood control on the Mississippi and Sacramento rivers and $3,040,390 to complete Dam No. 2 at Muscle Shoals. The amount set aside for soldiers bonus fund in 1926 was only 50,006,- j 006. The President said veterans' | applications had so far h-en below Ibe number expected and that if the j applications increased unexpectedly a' supplemental estimate could make up the amount raised. In pointing out the necessity of appropriating $169,000,000 for federal' aid to states Mr. Coolidge voiced his vigorous disapproval of state aid. In connection with his recommen-' dation of $9,777JJ57 for reclamation the President urged the enactment of the new reclamation bill now before congress. Mr. Coolidge reported the public debt had been reduced $1,098,894,375 during the fiscal year ending Jun-' 1 30. 1924. bringing it down to a total of $21,250,812,989. This reduction decreased the annual interest charge by approximately $45,000,000. Interest paid during the fiscal year 1924 : amounted to $946,000,000 and he esti- i mated this interest charge would he $865,000,000 in 1925 and $830,000,000 in 1926 making a reduction in this [ item during the two years of sllO.000.000. Almost the sole new expenditure advocated by President Coolidge was ; the construction of new public buildings in the District of Columbia. He ' pointed out the present necessity of scattering government activities, through scores of temporary buildings and rented quarters decreased governmental efficiency, was unnec-, essarily costly and involved serious' fire hazards. He recommended a! progressive building program with an annual expenditure of 110.000.006.; The agricultural commission whichbe has appointed to study the problem of agricultural relief be said] would report "what action should be | taken to place agriculture on a basis
