B.—Because of the faulty manner in which some countv clerks and their agents handle hunting and fishing licenses, tiio state conservation department through George N. Mannfcld, chief of the fish and game division, is sending a letter to each of the 92 county clerks of the state, setting forth in detail how the law specifies said licenses should be issued. The law makes it compulsory that the county clerk himseli issue the license excepting only Marian county. This is in the case of resident licenses. A broad interpretation, Mr. Mannfeid. says, would see.m to permit the clerk to issue licenses aiso to persons siding in other counties, it is practiced and not objected to by the con srrvation department. There is no provision, under tlie law, giving the county clerk power to appoint an agent her£ and'there to issue licenses jhi -his county. The letter points out that when a county olbrk appoints an agent to sell licenses, the clgrk extends his authority.
