I His business was standing on Main I street and looking over the automo- ■ biles which drove up to the curb. He I would then walk over and ‘‘lnspect'’ I the auto to see it the owner carried I his certificate of registration, which I inspection may be alright, since the I law demands that such card be dis- I played in the owner's car. I But this state policeman took upon I himself other authority. He walked I around the city hall and asked about I the city trucks, the ones used as ser- I vice cars by the electric light and I water departments. He asked how I many men drove the trucks and was I informed that the superintendents of I the two departments, the linemen and I electricians had authority to do sb, but I that they were not chauffeurs. The I sate policeman stated that every man I

who drove the trucks would be re quired to have a chauffeur's license which cost $2.00 each or in other words the city would have to take out six or eight chauffeur's licenses for the employes. City officials tried to argue with the state policeman that the men drove these trucks were not hired or employed as chauffeurs, but that they had to use them in getting about the city or when they’re called to look after city's business The city has one paid driver or chauffeur for the coal truck, but. it is thought that even the licenseing of this man is not necessary as lie he is employed to load and unload the coal from the cars to the city plant. Heretofore the city carried a state license on the trucks and paid tho required fee. In many cities this is not done, as in the cases of Port Wayne, Bluffton and Portland. There municipalities merely carry a sign on the trucks, labeled "City Truck” and therefore do not pay a state license, operating on the grounds that the city trucks do not use the highways. At Portland the other night the council refused even to take out a license for their trucks and the Portland Sun says: At the special meeting of the city council Tuesday night, the question of buying a license for the city truck was brought up by Superintendent Paddock. The state police offices was here a few days ago in his khaki uniform and big tin badge, and ordered a license put on this truck. City Attorney C. E Schwartz stated that according to the law, a city could not be taxed. It was his opinion that this license was a kind of tax. and that the city could not be forced to buy a license unless it wanted to save possible trouble with the state police.
