Washington, April 14. — Herbert Hoover, secretary of commerce and the head of the American relief administration for Russia, is in receipt of a cablegram from .lames P. Goodrich, former Governor of Indiana saying that lie has arrived in Ixmdon on his way home from a second trip into the famine districts of russia. The former Governor is due to arrive here in about two weeks unless the relief association should decide to have him stay in Europe a little longer. Mr. Goodrich reports that he hopes the famine will be over with the reaping of the next harvest. According to his report, the relief administration machinery has,-suffered no breakdowp and has performed • a Tomarkable serv ice.
