That will offer them, they feel, many opportunities for uncorki ing enthusiasm. It is tentatively set for next Wednesday, and is expressly for the purpose of allowing M. Briand, the French premier, to tell the American people why FVance must either maintain a huge army or have guarantees from other nations that she will be safeguarded against any future aggressions. Having done that, M. Briand will sail away for France. While it is all quiet enough on the surface, it is recognized that the conference is now approaching the stage where its success or failure may turn on the developments of a day. The committee of admirals contin ued today to work on the British and Japanese modifications of the Hughes naval arms limitation plan. No indi cation has come as to when this subcommittee will be ready to report its inclusions. It was indicated today that there is the harmony in the d'.s missions, and a desire to work out a satisfactory agreement on all the points raised by the foreign powers. The United States, it was indicated, is not disposed to be obstinate with reference to its figures of 90,000 tons of submarines. The leading delegates of all the powers went into sesioti on China’s proposals for settling the Far Eastern problems that touch her. A definite statement from Japan on the various points set forth by China was expressed during the day. Likewise, America’s views on Far Eastern questions may be definitely plcaed before the .conference at any time. As reported exclusively by the United Press two weeks ago. the American-Japanese controversy over mandated island of Yap is near settlement, as the result of negotiations carried on before the opening of the conference by Secretary Hughes and Japanese Ambassador Shide Hara. Washington, Nov. 17—(Special to Daily Democrat) —The United States in future meetings of the arms limitation conference will oppose any modification of its proposal for a ten year naval holiday such as has been suggested by Great Britain. Outlawing of the big cruiser submarines as proposed by Great Britain. will be approved by the American delegation. Reduction of total sumarine tonnage, placed in the Hughes program at 90.000 tons for this country and the British empire, will not be strongly opposed, although the American naval advisers believe a fifty per cent cut in this respect is too drastic. Washington, Nov. 17 —(Special to Daily Democrat) —The arms limitation conference will finish its work within two months, one of America’s ‘•big four,” delegates predicted today. The parley, he said, is making better progress on both limitation of armament and Far Eastern questions than was expected, he said. The United States, the American delegate indicated, will present no .comprehensive plan for limitation of armies, discussion to be based on Premier Briand’s speech on this question before the conference next week. The “big nine” of the arms conference went into secret session today to go over China’s program for making the far east less of an international trouble breeder. Japan's position held the interest of those who, from the outside, watched the gathering of the heads of all the delegations now here. Narrowing of the far east conference to the nine head* of delegations was taken to indicate an intention :to get as rapidly as possible to the 1 decision point on the questions involved. The “big nine” are the men , whose approval will in the last anaijysis spell the fate of the various plans put forward. The purpose of today’s session was to exploit working out of the whole I far east questions for presentation : to the far east committee as a whole, i That committee is made up of the entire membership of the conference. New York, Nov. 17. —(Special to Daily Democrat). —A ten percent, reduction in agricultural freight rates—saving the shippers of the country $55,000,000 annually—will become effective within ten days, it was announced here today. The reduction was decided on at a meeting of the railroad executives here. The slash is to apply to all parts of the country, except the New England states, where the roads are weakened financially for six months.
