And now we shall soon see what we shall see. The board of commissioners of Adams county has very wisely, we believe. adopted a resolution, fixing the limit for bonding townships Yor road building purposes at three per cent. The law permits four per cent and under the old valuations this was not so bad but with the valuations trippled and the limit left unchanged, the expenditure is so great that taxes become unbearable. Even a two per cent limit seems sufficient and this was discussed by the board but was impossible because of the fact that several townships are now beyond that limit. So long as we spend money the taxes will continue and the more we spend, the higher the taxes of course. This is an action that will save the people to a great extent and will cause but little inconvenience. The house yesterday passed by an overwhelming vote, the bill to permit cities to have a commission form of government, if they so vote. The bill now- goes to the senate where it is predicted it will pass. Eleotions are first held under the proposed law to ascertain whether the people want to try the new plan. If they decide to do so, a nonpartisan election is then held, all candidates running on one ticket. Five commissioners are chosen and these elect one of their members as mayor. In addition they may if they desire, employ a manager to have full charge of all city affairs, do he buying, employ the workmen and
