It may properly guide the grateful action of Congress and State legislatures to the assistance of its worthy members who because of their service in the war need as.stance. But it should set Its face -unity against anything which may >eem to be an organized raid upon the treasury of the United States, or of the individual states, and use ev ,ry case to avoid the incidious charge that its members only ffitvel the country to sack it. It should see that it he not male the political instrument of any member or group o' members iu the organization It hould keep its motives pure and weet and clean of any selfisti or greedy purpose. So doing, when the cause of Americanism is at. stake, when anarchy and Bolshevism sh.tke their gory locks, when ungrateful aliens or citizens of alien origin aim at destroying our institutions and the public, order, the legion will prove a mighty bulwark against every as sault upon American life, liberty and uroperty by the wild fools, crazy, lUeorista, plunderers and murderers aJhong us who would exalt and' follow the teachings of Lenine and Trotsky. The legion will stabilize and iiistitutions that have made for out happiness in the past and giver; to those bom or who have come to this country as a refuge an equality r.f i.pportunity never before known. But the Legion must know that its influence for this great good dependon its maintenance of the ideals ' hown by its members in military do tense of the country and the world it was their high, courage, their spirit of sacrifice, their discriminating in lelligence and thetr obedience to or de:s nad law which made them the efficient force they were. -It was their self-restraint that made tlmm effective. Now that they have re turned to private life, they must maintain the same qualities. lib erty regulated by law ts their only ale guide. No fiti*r example could be followed by them than that of the American Legion men in the parade at Ontralhi who, though shocked and startled by the cruel outrage upon tthefr fellows, prevented the eager crowd from lynching the I. The disposition of smalt groups of Anmdcan Legion men to take the law into thetr own hands, to regulate by force what shall appear upon fht stage in opera or play, and to suppress fry threatened or actual violence speech of which they do not approve should be discontinued and restrained. The American Legion has just | ' ,s * ,rsl national convention in Minneapolis representing nearly five million men and women who wore the uniform of the United state* during the Great Wa- and have now returned to civilian activities. Von have accurately interpreted he sentiment of the members of the -egion. as expressed in the fundamental principles adopted at Minneipolis, when you say: "The Legion must know its influence for great good depends on its naintenance of the ideals shown by ts members in military defense of he country and the world ... It van thei- self-restraint that made hem effective . . . Liberty regulated by law is their only safe guide ... It is lawlessness awakening he sympathy of the people that is nost dangerous to the state and our iberties.” In view of your letter and the im‘ortanee of having the public through four understand the spirit of the -•egion, I am venturing in open public letter to add the following, as em lodying what l am sure is the threeold purpose of the great body of exervice men now enrolled in the American Legion: First: Mutual helpfulness, where>y all our comrades who have been tandicapped in inind, body or poslion, through service to their county, may receive I hat liberal consid‘ration which they have reason to ■xpe<t from a grateful and patriotic tation. Second: Protection for our county from foes without. Having lately lefendi <1 our country from such "oes, it. will he our endeavor to asist in the adoption of a military polcy which will make it safe from "uiure aggression and yet a policy vhicli will he truly democratic; fitly Vmerican, just and equitable lo the intire country. Third: Protection for our country rom foes within. Our stand for 100 ter cent. Americanism will he vi-ile. Vs good soldiers who did not hesiate lo hit hard under competent trders, so now as civilians of citizenhip, we shall not hesitate. We redize, however, that now our orders triginale in the Constitution of the United States as expressed through he duly constituted agencies or naional, stale and local government, t was on- duty as soldiers to obey ind support military authority; it is io less our duty today staunchly to support civilian authority in the naintenancp of law and order, and in the protection of the rights of every citizen. Although the American Legion epresenis nearly live million Atnerdaii Citizens who have demonstrated heir patriotism and loyalty by witlngness to make the supreme sucriIce. we also realize that the strength of the I,egion and the measure of our influence and service to the nation will be in direct proportion to our ability to co-operate effectively with the one hundred million loyal and patriotic American citizens in the promotion of 100 per cent. Amreicanism. 1 am sure this is the spirit of the American Legion, and in Ibis spirit it is our hope that we may play an important part in the co-ordination of all forces standing for real progress, and thereby act as a great stabilizing and constructive influence during these days of readjustment.
