Newspaper Publishers’ association was on record today in favor of limitation of the size of newspapers and material increases in advertising and subscription rates. This decision was reached late yesterday at a special convention called to consider the short age of news print paper. The resolutions committee reported that consumption of paper at present is ten per cent more than the mills are producing, resulting in an annual shortage of 200,000 tons. The ; committee which drew up the resolution providing limitation of size and increase in rates also recommended that newspapers make quarterly r monthly, instead of yearly advertising cont-acts: that congress be urged to ask the Canadian government to reneal prohibition of export on wool and that legislation be urged for de-
velopment of water power and of timber lands for manufacture of wood pulp, lumber and paper. Franklin P. Glass, president of the association, said cost Os producing newspapers had increased 100 per cent in the last year. additional ruling-. ON REINSTATEMENT A series of diclslons Ist tied by the Director of the Bureau of War Risks Insurance with the approval of 'he Sei rotary of the Tt ••astir.' provides more liberal condition for reinstate-, inent of lapsed or canceled inmtrenc i The provisions of Treasury Decin--1 ion No. 47. allowing eightion months • from the date of discharge for -eint statement upon payment of only two months' premium on the amount of ’ insurence to be reinstat. l ( are retain-' ' ed. That decision is liberalized, how- • ever, by a new provision that men out of the service are permitted to rein-'

eighteen months or more, and who a-e the-efore barred from reinstatement under the former ruling, a special blanket ruling is made which allows all ex-service men to reinstate thouinsurence before December 31. 1919 provided that each applicant is in good health as at date of discharge or at an expiration of the grace period, whichever is the later date, and so staie In his application. Os course it is necessary that he tender the two months' premiums on the amount of insurance he wishes to reinstate. -- It is claimed that Monks of ancient days knew of more than three hundred spec ies of medicinal plant! used i in general for medicines by these religious orders. While centuries have passed, with all the advance made in medical science, many of our most successful remedies are today made from the roo's and herbs of the field, like that good, old-fashioned remedy, Lydia E. Pinkham's Vegetable Compound. which for more than forty years has been relieving .vomen from some of the worst forms of female : ills, and is now considered the standard remedy. k - POE QUARTET TO SING The Poe Quartet will sing Friday t evening at the Morton chib.
