Washington, D. C. —Army men find cause for satisfaction over the definite assurance from Newton D. Baker, the new secretary of war, that the prosecution of the campaign against Villa will be left entirely with the general in command of the expedition, who would not be subjected to too much advice from Washington. The declaration that the state department will rely largely on the discretion of the military commander also has done much to help the army enthusiasm. This position was shown by Secretary Baker during a conference with Lindley M. Garrison, his predecessor, and Maj. Gen. Hugh Scott, chief of staff. “The instructions given are quite explicit." Ms Baker said. “The army Is to disperse the band or bands which attacked the village of Columbus." “And how long Is allowed for the job?” "General Funston Is authorized to stay until the forces of the Carranza government are able to restore and maintain order so far as these bandits are concerned." HAVE EYE ON MEXICAN LAND Many Senators Think United States Should Purchase Strip of Country Including Magdalena Bay. Washington. D. C.—Senator Ashurst, backed by several other Western senators, has urged President Wilson to begin negotiations with the Mexican government with a view of purchasing a strip of land across northern Mexico and the peninsula of southern California. The latter would include Magdalena bay, declared by experts to be the most valuable spot on the Pacific coast for a naval base. The plan proposed by the Arizona senator is in line with one of the treaties negotiated by the late James Gadsden, but which was not sent to the senate by President Pierce. Under that treaty Mexico agreed to sei; the United States all the territory lying north of the thirty-first parallel and the peninsula of Lower California. This territory, it was pointed out, would give the Western tier of states along the Mexican boundary a seaport in the Gulf of California, and in addition to Magdalena bay there are several places along the coast of Lower California that would make excellent naval bases. President Wilson, It was understood, made no promises except to state that he would give the subject consideration before he proposed these negotiations with Mexico.
