PRIMARY RULES WERE ADOPTED Fixing Straight and Narrow Path for Democratic Candidates for Office. AT RECENT MEETING Os the County Central Coin-mittee-Assessments Must be Paid by the 20th. Your ( omniitU’e on Rule* begs to submit the following: The Adams county democratic central committee, in execuVv session i . mined, adopt the following rules for the control ana regulation of the democratic primary election for the nomination of candidates to be voted for at the general flection to be held in 1914. Section 1. The demacratic primary election of Adam- county, Indiana shall be held on Friday, the sth day of December, IMS, and, except a*herein otherwise provided, shall be g< vented its far as practical, by the laws of the slate of Indiana, govern ing general elections. Said primary election shall be h< Id for ti c purpose of nominating all county, judicial legislative, and township candidate:to be voted for at the next general eieetion excl'.islxely by said Adams coun'y, or the respective districts and townships within suid county, and also lor the election of one committeeman from each precinct in sale county. Sec. 2. The central committee de sires to especially call attention o nil voters, candidates and all othet persons interested chat the law com monly known as the “Corrupt Frac tiee Act," as the same appears in th* Acts of the General Assembly of th< State of Indian* for the year 1913. o* pages 489 and 500 i pplies to this pr niary election and the provisions o said law must be conformed with and followed by all persons interested. Sec. 3. The chuirmun, secretary and treasurer of said general committee shall form an constitute the board of primary election commission era at said primary election. The said chairman shall perform te du ties that are required to be performed by the clerk of the circuit court at aid primary election. Provided that any two members of said board nay do and perforin said duties. The inspcc ors of theseveral precincts shall call ipon said commissioners at the city >f Decatur, not more than three days lor more than one day before said irimary and receive all ballots, poll looks and other supplies. Section 8. The qualifications of lie voters at said primary election hall be that he is a bona fide rest lent of the precinct where he offers o vote, that he is a legal voter ther? n or will be before the next genera 5 ■lection, and that he voted the regulat r-.tl . ticket at the general elec ion of 1912, or, if under the age ol wenty-one years er otherwise dis lualitled at said last general election le intends to affiliate with and vo'e or the candidates of the democratic arty. Sec. 9. Any qualified voter of a •recinct who has voted or intends tc ■ote iu such precinct at said primary lection may challenge any other jer on offering to vote in such precinct t such primary upon the grounds hat he is not or will not lie a legal oter at the genera! election, or that e is not an adherent of the demoratlc party. If challenged on the ground that te is not a legal voter the law gov •rning the mode of proceeding in the hallenge of a voter at a general elec ion shall be followed, making such hanges only as may be necessary in * rd, r to comply with these rules. If challenged on the grounds that te is not an adherent to the demo ratio party such person shall not be ntitled to vote unless he shall make >n affidavit to the effect that he voted t the last general election for the andidates of the democratic party ir If under the age of twenty-one ■ ears or otherwise disqualified at aid last gem ral election he intends o affiliate with and to vote for and upport the candidates nominated at his primary ele< tion in the next gen ral election. tnd shall proceed to perform the duties required of a hoard of canvass--rs at a general election insofar as applicable thereto, and shall make •he necessary return aid certificate of the result of said election. Provid ed, that in case of the tie vote for any candidate the tie shall forthwith be determined by lot by said board of canvassers. Sec. 12. All contests and disputes I arising out of the canvass and counts j is aforesaid shall be settled and adiudieated by the said county central committee. All contests shall be in writing and filed with the said comnittee within ten days after said primary election and it not so tiled within said time, the same shall be considered waived. Sec. 13. In case any candidate nominated under the provisions of these rules shall die. resign or for any reason become Ineligible, the said county central committee shall fillj. such vacancy upon a call by* the chair-] •nan of the coinmitt'c for that pur i ->ose. in such manner as the said committee may then and there agree upon. Sec. 14. Should any candidate violate the rules and regulations of the I said county committee and thereby fraudulently secure the nomination to •he office which he may aspire, the candidate for such office who shall | receive the next highest number of j votes, provided such candidate shall | not have also fraudulently violated | said rules and regulations shall, by al majority vote of said committee be declared the nominee of said party for said office.
